Check the plug that connects the wires coming through the fire wall to the fender plug that comes from the head lights clean and maybe a shot of
WD-40 also the high & low bean floor switch will also make your lights flicker.
I'm not sure about the 1969. but the 1970 had a reset fues up and under the glove box. that would do the same thing when it needed replacing.. my 2cents
