Can anyone tell me the best (cheapest) place to order a set of rings for a 1999 7.3

Check an International dealer out. Tell them you have the T444E International motor, not a PSD. They deal only with International naming, not Ford's. They'll likely be hella cheaper than a dealer, and you'll be getting the exact same part.
