Nope, we tried that about 6 months ago.
With enough work, you might get them on there, but they would probably leak water all over the place. The 6.9s have extra water passages in the lower corners and on the intake side. The 7.3s have these all plugged. Then there's the different length head bolts near the exhaust. The 6.9 head gaskets had a fix for the lower corner leaks, but the 7.3 gaskets that I've seen don't have it.
