Assuming you are not going to put anything more then a 6k winch on the bumper, it would be pretty easy to fabricate a bumper of 6"t x 3"w x 1/4 thick steel tubing and running a winch plate across both frame rails. Then cut the valiance behind the bumper to mount the winch plate.
Here is a picture of the 6x3 bumper on my Bii that I built, it sits over the frame rails so it helps box the frame and is attached with (8) 1/2" grade 8 bolts:
