I am loosing electrical systems in my 1994 Bronco. I first noticed that my rear
window defroster had quit, the cruise control wouldn't work, and the horn would not honk. The airbag light on the left side of the steering column that comes on during power up will now flash 3 times, pause then flash two times, then go off for a couple of seconds. It then repeats the same sequence over again. I have checked the fuses in the regular fuse box and they seem to be alright.
I see in the manual that there is another distribution box that has fuses to these items. Is there one or more fuses in this distribution box that controlls all these items?

Check your ignition switch, not where the key goes but the actual switch further down on the column. It works like a distribution box of sorts, and when they go bad they can cause many strange electrical problems. It is also a common failure point on Broncos. I can't say that it is definitely your problem but there is a good chance that it is, and it is worth checking first before tearing all your harnesses apart.
Some models have a second fusebox under the hood too; but they rarely need attention or blow fuses and are pretty much for major electrical malfunctions that could cause fires etc. I've never had an underhood fuse blow on any car that I've had for 25 years, and there have been a lot of them. But it is also worth looking at, if your truck has one.
Like joebronco said, The cruise and horn are probably malfunctioning due to a bad clockspring in the column. Its UNDER the steering wheel so you will have to deal with all that nonsense. The airbag light flashing at you means there is some sort of problem with the deployment system and it may not work (deploy) in the event of an accident. I don't know much about troubleshooting this system but I know enough to understand the flashing is trying to tell you something. There may be a way to get the information out of the truck like pulling th codes from the main computer and the ABS computer works for troubleshooting engine and brake problems. Unfortunately, I don't know the procedure.
The under-hood power distro holds the fuses for the major electrical system in the truck along with several relays that perform various switching operations. The dash-mounted fuse block holds what I like to call the "usual suspects" or the fuses that blow most frequently because they are light and lamp circuits or "in-dash" components.
The airbag light is indicating a code 32 (3-2) which I know has to do with the clockspring (cause mine has the exact same things happening). As for the defroster mine is going too and I'm not sure if it could be related to the clockspring as well or not.
None of the rear defrost circuitry runs through the clockspring region. Rear defrost could be as simple as the 1/4" female spade terminal come loose from the window grid in the T-gate.
