speedometer cable

My speedometer needle is jumping quite a bit know.It started on just every now and then.
I was checking through the past post for help,And it sounds like it needs lubed.
To do this I have to take the cable out.Am I going to have to remove the Insterment pannel? I hopeing to just pull it out from the bottom. Will this work?

All I've seen you can't pull out from the bottom, they have a shoulder on the top end. Depending on what you're driving, usually you can reach under & disconnect from speedo head. That lets you get to it to inspect & lube.
