Waste gate question

What position should the waste gate lever be in when the gate is exhausting 100% of the exhaust gasses? I have a 7.3 without a waste gate soleniod and I do not want to damage the engine by over boosting it.

That is a confusing question. What year is the truck? If you have a factory wastegated turbo, then it also has a solenoid, and it's impossible for the wastegate to pass all of the exhaust. When it's fully open it only bypasses a tiny fraction of the ttal exhaust flow.

Would you be talking about the exhaust backpressure valve? It's fully open when the actuator lever is 90* to the housing.
