The fuel filter sits directly underneath the drivers side door on the frame rail. Look hard enough and you will eventually see it. I just attempted to change the fuel filter out on my 99', it did not go as planned. I could not get enough leverage to get the fuel filter off. I suggest using the steel scissor type device rather than the plastic tools.
Thanks. I already bought the metal tool so I should be Ok there. How did you bleed your pressure off? I was gonna try the "wreck" switch and then crank it a few times.

Yeah, disconnecting the inertia switch and cranking it has worked fine for me.
Several methods are believed to work. The inertia switch shutoff, open/take off gas cap, take out the fuel pump fuse and turn the motor over until the truck dies. There is also a bleeder, like a tire valve near the fuel filter. Hey...let me know how the job goes.
Well I changed the fuel filter last night. Went easier then expected. I have the metal tool and I see why the plastic one wont work. I pulled the fuel pump fuse and cranked it. (5th fuse up on right side of fuse panel under hood , 20 amper). Just flip up the locking taps, slide the tool in there and push back (I pulled on the hose slightly at same time) off comes the hose (out dripples some gas down my arm) unclipped the filter, clipped the new one in, hooked hoses back up and away it went.
