That's your choke pulldown. Under the cover is a spring and a diaphragm. It opens the choke a specified amount when the vehicle is first started cold. Then after a while the thermostatic spring takes over. Vacuum sucks the diaphragm down and the lever pops the choke plate open.
There is also an adjustment screw on the bottom side with either a small regular screwdriver slot or an allen head screw depending on the year.
That is not the accelerator pump in the picture with the arrow pointing to it. The accelerator pump is on the front of a 2100 series carb. That is the choke pulldown on a later model emissions carb as 71LTD390 already noted
