Unhappy Sputtering Power loss

My '02 f-250 superduty is sputtering on the highway with a loss of power and has a few power boosts now and then. I noticed it bogs down when I am going down hill and seems to gain power when traveling up hill. This did this a while back and I replaced the fuel filter and drained the water off. It went about 2000 miles and started doing it again. When I slow down from higher speeds(like pulling off highway) it dies, but if I drive at slow speeds(driving around town) I don't seem to notice it. I maintain this well and change my fuel filter every other oil change. I am just puzzled. I am going to change the fuel filter again but I don't think that it is the problem.

I wonder if you might have clogged injectors. Since you're going to be changing the fuel filter anyway, while the filter is out, drain the water separator. Then fill the fuel bowl 1/2 way with straight Stanadyne, and then install the new filter. When you start the truck, you'll be running straight Stanadyne through the injectors.
This idea was given to me by three different diesel mechanics at different times, and it's apparently common practice in the trade.
I hope this helps.

When your slowing down hard, do you get a drop in oil pressure?
