More Brake problems

OK guys, here's the deal. I recently acquired a 1988 F150 for $400 because the previous owner was having problems with it over heating. I know it was in driving condition because he, being my boss, drove it to work everyday until it quit on him at Lowe's. I towed the truck back to my house to discover that the fan belt separated and wrapped around the fan keeping it from turning, hence the overheating. I got excited thinking I got a good deal, but it hasn't turned out quite as nice as I would have liked. The brakes are nowhere near anywhere I would call safe. I have attempted to bleed the brakes, and read aeverything I could about the proper way to do it, but try as I might I cannot get the front brake to bleed. My dad will step on the pedal as I open the bleeder valve, fluid comes out. I stop the valve so he can pump the brake again, but no matter how many times he pumps it, no fluid comes out. Seems like there is a vaccuum and the master cylinder isn't working properly. Before I replace it I'd like to get some more expert and knowledgeable advice. Thanks.

Maby the proportioing valve is tripped.
