Okay I have looked at South Dakota Codified laws and at DOT, I have not found what the law is for max power you can use. In SD the law I have found is you can not subject people to glare from your lights which would mean keeping them adjusted right. I see that on some lighting packages anything over 65 watts is considered off road. So I'm confused. Anyone know the law?
Probably the easiest way for you to find out is call and ask your local state police. If you have inspections, talk to a local garage.
If there seem to be no regulations, don't let common sense go out the window. Run your high output lights on highbeam only when no other drivers are approaching, have them go off when you switch to lowbeam.
As far as electrically speaking, any extra lighting should have it's own circuit with a relay, triggered by the old headlight circuit. The factory wiring is barely big enough to run the standard lights.
