You would have to drive a lot for an engine swap to pay for itself, unless you already have the other engine and other parts, and free time and tools (or free help) to do the work. If you don't mind tinkering, I think I'd look into putting in an OD transmission behind the 400.
quite honestly, most old ford engines get about the same mileage when they are up to par and geared the same, the only thing that will get you better mileage is keeping the engine maintained and properly tuned, then get the rearend gears suited to your driving needs, taller for pulling loads in town and using the truck as a work horse, shorter for daily driving and highway cruising, ive seen I6's that only get 6 mpg because of the way they were geared, my 460 get 12-14mpg cause i have a 3.00 rearend in it, the only way i can improve this is to get a 4 or 5 speed tranny in place of my 3 speed, so i have shorter gears for highway speeds and my rpms will not be as high at those speeds.i hope this makes sense............
get an E40D, and a stand-alone controller. that will be the best way to get better mileage from what you have.
is it a 250 or a 150? a 150 with 3.00 gears, will get about 15 with a 400, pretty close to the 16 I used to get from my 300 with 3.00 gears. havent tried a 302 yet... (351c 2v/c-6 was pretty good at 17, didnt drive the windsor attempt long enought to tell, but it didnt run well anyway...)
