Unhappy Please, Need Help

I replaced the EGR and EPV because I thought that this would stop the surging when i get to a steady speed between 30-45 mph (new fuel filter and plugs wires cap rotor). After i replaced them the surge still continued until i disconected the wiring and vacuum line. So today I did a vacuum test between the EGR and the EGR Vacuum Regulator and i am getting (operating temp) 1 in at idle, and as i increase the rpm the vacuum only increases to 2 in but i do not know what the normal vacuum should be. Is the EGR vac reg my problem or could it be something else. Stumped.

I am assuming you have thoroughly checked all your vacuum hoses. Just a thought, many EGR valves have a position sensor. Check for a good electrical connection if you do have a position sensor. A loose electrical connection could cause intermittent operation, buy falsely reporting the position, in which case the EGR may open too far dumping too much exhaust gas into your intake. Just a guess.
