whine upon deceleration

whine upon deceleration

My 94 ranger whines when I decel in third gear at speeds from 39 to 37 mph and in 4th from speeds 53 to 51 mph. I t sounds similar to belt whine. I've conditioned the belt to no avail. This happens at the same rpm (although There is no tach) but I'm unable to pinpoint the location of the whine. Thr whine lasts 1 or 2 seconds.

94 2.3 with a 5spd manual

Does it make the whine when you use the clutch to slow you down or just the brakes?

It happens when it is in gear and is always at the same speed. By that I mean rpm. If I can keep the truckin that rpm area, through deft braking. I can prolong the sound. Braking has nothing to do with this.

I t is amazing how much it sounds like a quieter belt squeal
