odometer has ghost!

odometer has ghost!
My odometer has a mind of its own. Whenever it wants to be on its on and when it doesn't it just goes out. I thought it was just a bad connection but I pulled the entire dash apart and cleaned all the connections. Since 99 was the first year for the digital odometer is there problems with some of the first ones?
