The 4.6 doesn't have lifters like an old engine had. It has Hydraulic Lash Adjusters that work sort of like old lifters did. They support one end of the cam follower. The other end of the cam follower sits on top of the valve. The overhead cam is above the follower and pushes down on it to open the valve.
The HLAs usually don't cause any problems.
I noticed in your other post that you have a knocking type noise. A common thing that causes a lifter type noise on these engines is broken exhaust manifold studs where the manifold attaches to the head. Usually they are loudest when the engine is cold and the noise gets quieter as the engine warms up.
That Knocking could also be the 4.6 $4,000 dollar knock. Main bearing gone bad. The 97 I just picked up has a new Jasper engine in it because of that. And my brother in law just had his changed in his 97 Expedion.
