Power Steering Blues

I have a 89 super duty with a 7.3 deisel and it seems that I can't get rid of a growling power steering pump.
I have purchased new as well as rebult pumps. I believe I have followed the instructions for installing them including bleeding the air from the system and the growl continues to haunt me.
If anyone knows the "correct" proceedure or at least knows of a method that works I would sincerely appreciate it.

Wow. Usually you can't hear it over the engine. When I put the new pump on, I always fill it up with fluid, bump the engine. If it starts shut it off immediately. Go check the fluid. fill it up again if needed. The secret is not letting the fluid go down all the way; that's when air gets in. repeat this process until the fluid doesn't go down anymore. But those style pumps are loud anyway. I have had customers complain about it, I put a brand new pump on, and it's LOUDER! You just never know with those.
