A charity has a '91 Aerostar on the Sacramento Craig's List for $750. It doesn't pass smog, and the ad says it runs well and would be OK in a state that doesn't require smog testing. What states are these? I thought they all required it now.

California is just a pain to own a vehicle in. Used to live there and had to smog check for some stupid fee.
They used to have it here in MN but they dropped that program. It was cheap here, like 7 bucks, run by the gov't. I think they dropped it due to the fact that they were losing money, and not catching as many smoggers.
Guess the salt and rust here helps with some things...hahaha
I think it is a federal mandate in states that have areas with smog problems. If a state has clean air, they are left alone. FL was kinda on the borderline.
In some states it also depends on the county. For example, in Nevada, it's only required in Clark and Washoe counties (Vegas and Reno) and no smog is required in any other county. Nevada is also the most desolate state in the union, that might have something to do with it...
Also, smog is not required everywhere in California. There are a handful of zip codes where no smog is required. But you better be able to PROVE you live there. You can't just know someone and register the vehicle there.
Certain counties in OH have it.My taurus only passed by 2ppm. I don't think it will pass next time.The testing is up for renewal and the people don't want it. The air pollution reportedly didn't go down at all.
It depends on how poor the state is, it's only a money maker. The way they got it in my Pa. county was lowering the air polution standards, & there are no mfg. industries in my co. that have a smoke stack. They claimed they lost a law suit against the tree huggers but as I understand there was some collusion involved.
