Heat melting the wax ?
Is the lodule raised a little from the fender or flush with it?
It should be raised a 1/4"
There is a grommet on there where the wires run,You didn't state a color of ooze, but is it the same colour as the grommet ?
Replace that fuse & test it the same way.
its not really raised I'd say I might be able to get a sheet of paper or two between the fender and module it's enough space for this way to ooze out the color of the wax is clear.
If you have 0 volts to the fuse panel, I would inspect all of the fusible links. Sounds like maybe more than 1 is bad. It also sounds like the module has gotten really hot and is probably toast.

ok thanks I fixed the one fusible link in the alternator harness but I can't find any other fusible links how many fusible links are there on a 1978 f-100 and if you know can you give me the locations of them.
Thanks Guys I really appreciate all of this advice.
Did you check further along the harness toward the fuse box ?
No I will today though
One quick question is it a bad thing that all that wax from th Ignition module oozed all over my fender. Well I mean could this be a tell tell sign that the module is bad.
Well I finally got it running again the ignition module was toasted in it the guy at the parts counter wouldn't even test it it was in such bad shape. He took one look at it and said "I can tell you right now that module is fried." I should have known though pratically all of the wax was out of it. So I got a new one (17.99) at autozone .
I was so happy when it first cranked it over I revved the engine kinda long and high so I know my neighbors aren't real chipper but its been a while since I heard that rumble.
Thanks everyone for all of your help now I just gotta track down this interior light problem.
