You need a special tool to pop off the fuel lines. The can then pops right out of the spring bracket. A breeze compared to my old Suburban where the thing was bolted on and you had to spill fuel up your sleaves.
Get the special repease tool. It's relatively inexpensive, and a lot less aggravting than the pliers-method. Besides, it's too easy to screw up the internal O-rings using anything but the release tool. It is indeed located on the inside of the driver-side framerail, below the driver's footwell.
