Barney,
I used to have a 76 F250 4x4 that I had to go to the smog referee to smog it. The problem was that it had a 68 Lincoln engine in it. the 68 Lincoln engine did not have air injection rales. I needed to change the heads to later model heads which had holes in the back of each head for the injection rales to mount. I went to a wrecking yard and purchased 70 heads and also found the rales there too. Also, I did need the canister. that was easy to mount the canister with bailing wire. I know that sounds cheesie but it came off as soon as it was smogged.
One more thing I needed was the heat riser for the air cleaner. I went to the wrecking yard and found a stock air cleaner with the riser valve intact, then bought some riser flex pipe at Napa Auto Parts. I had headers so I made a mount for the manifold attachment by cutting a 3" piece of chain link fence post, cutting two slits in it, and ran a hose clamp through the slits and around the header pipe. The riser attached to that and that was enough to satisfy the referee. The hardest part for me was the heads, but I dont think you have that problem, right? It sounds like you just need some of the other items needed. Contact the California DMV and find a state recognized smog referee in the area you are moving to.
The other option is to wait one more year until the 76 truck becomes excempt.
I have a 74 now so it is excempt.
Good Luck, Tim
California Smog is exempt to any vehicles older than 1976. anything 76 or newer must be smogged. next year it'll be the same way. thats the law now. if he gets in before april it'll be exempt.

Aaron, I'm confused. He has a 76 and will be excempt if he gets in before April?
Whats this new law? I hadn't heard of that. Are they stopping the 30 year rule? Help me out here.
ps. I'll go to the NorCal Forum and see what's up with the vote thing. I didn't know there was a vote.
Damn Hollywood hippies. lol j/k. Yes the 30 year law is done and over with. It's now anything 76 or newer has to be smogged. Anything 75 or older is smog exempt. It doesn't make much sense. how many people in california drive a vehicle older then 30 years old every single day with the exception of the few hundred of us here.

Barney,
some excerpts from the website:
Currently, smog inspections are required for all vehicles except diesel powered vehicles, electric and natural gas powered vehicles, hybrids, motorcycles, trailers, or vehicles 30 model years old or older. Starting April 1, 2005, the smog exemption for vehicles 30 model years old or older will end. After that date all 1975 and older vehicles will be exempt from smog certification requirements.
Beginning April 1, 2005, vehicles being initially registered in California that were previously registered in another state will be exempt if the vehicle is a 1975 and older model-year vehicle. Newer vehicles, the first 6 model years, are not exempted upon initial registration in California. These vehicles are required to undergo a Smog Check Inspection.
Most areas of the state require vehicles to have a Smog Check performed every two years, when being sold, and when being initially registered in California. These areas are referred to as the state's Basic and Enhanced Areas. However, Change of Ownership Areas only require a Smog Check when the vehicle is being sold or initially registered in California. You can determine the Smog Check area you are in by calling the Department of Consumer Affairs/Bureau of Automotive Repair toll-free at 1-800-952-5210
How I read this is no matter what, you will need a smog. Even if your exempt you still must maintain all emissions related equipment(must pass visual). If your truck does not have this it will be very expensive to get it into CA. I recommend you sell it and buy one here. There are a ton of them.
for smog requirements as far as exemptions go: visit www.dmv.ca.gov and search for smog in the little search box. as far i know 1976 is exempt if you get in before april 1 2005 after that it will be 1975 and older. no more 30 year rule
