Question No Gas?

My 84 F250 which I have been restoring has a new problem. I just put a Holley 670cfm Carbeurator on it and it runs fine around town. When I get on the highway and cruise at around 55, it suddenly bogs down like it isn't getting gas. It originally did it on both tanks but now seems to mostly be the rear tank. I thought the breather valves might be clogged so I opened up the filler caps to let the tanks breathe. Now it seems to be okay on the front tank (when it is full) but returns again as the tank empties out. If I drive around town it does fine except once in awhile starting out. I put a new fuel filter on it to see if that helps, the front seems to be fine (though it is still full and I can't tell until it empties out some) but the rear is as bad if not worse than ever. I have rewired the entire truck, it has a new switch valve, both pumps are less then 18 months old, the filter and carb are new, I am baffled right now. Is there a difference in vacccum between the filler cap and the breather valves that could cause this????
