Engine off, key on, adjust the TPS so the voltage reads approx. 1 volt.

checked the voltage and it reads 1 volt but idle speed is still high. checked linkage and damper. both these seem to be operating properly. still stumped, thinking maybe some pollution control sensor or bad wiring may be the culprit. whaddya think?

With the engine idling, pull the wiring plug off the idle bypass solenoid. The engine should struggle a little and then die. If it keeps running with this unplugged, your idle stop screw is adjusted to far in. Back it off so it closes the throttle butterfly more, and then try it again. This adjustment will get the throttle in the range where the idle bypass solenoid can control the idle.
