High current fuses

I'm trying to REMOVE the # 46A high current fuse so I can install a performance chip. The fuse won't come out so I guess there is some sort of a locking device that I must release to get it out. Can anyone help? My Ranger is a 2002 with 3.0 eng. and auto trans if that matters. I know this sounds dumb, but there is no info in the owners manual and I don't have a Maint. manual yet.
