Smile apparatus

I just noticed an apparatus bolted to the thing that the carb sits on, it is metal, about 5 inches long, and octoganal, or hexagonal in shape, it points to the firewall coming from about six inches below and on the back side of the carb on the passenger side of truck with 2 hoses going in. It has a hose connected to the distributor attached to it, and another hose connected to the power booster ,there are two fittings below these two hoses on the same apparatus that didnt have anything connected to them, so there was (air,ie. exhaust?) coming out of them. I plugged them up when i put the new carb in. I took them off a little while ago to see if they would make a difference in trying to start, and a couple drops of gas came out. huh? I just tried starting it again, then more gas came out of this thing , help
