I know the OBDII code def. gives several different scenarios for this code= eg. bad circuit/pcm or faulty switch. Problem only present in open loop status, once warm no problem. Has anybody encountered this before and what was the solution?

The vehicle is in 2x4 and the symptoms seems persistent while the vehicle is cold. I ran a Auto x-ray scanner on the truck when it was doing this and it seems to be during open loop status. The truck has some modifications but that does not relate to this specific code unless there is a possible grounding issue with the electrical.
The code is trans/drivetrain specific but I have a suspiscion that the problem may be with the pcm because the truck also surges and idles irratic when cold as though the pcm may have a ground fault somewhere. I am told that either the pcm works or it doesn't and the truck runs fine after it is warm? The haynes manual is either not specific or I do not have the tools so I will take it to a custom shop in the new year.
