I think the IRS assumes 8% additional income from tips, which means that waiters/waitresses have to pay taxes on 108% of their income. Don't hold me to this, I could be wrong, I'm neither lawyer nor accountant.

Anyway: I usually shoot for 15%, rounded up to the nearest quarter or dollar, depending on whether I have change in my pocket or not. Heaviest tipping was when I was in college, frequented a deli near the school where a really cute young lady about my age worked. She was also really friendly. Thinking about it, she probably just knew how to make tips. Generally had a $2.90 bill and always left her the change from a five, so that would be about 70% tip. Worst service was a Cajun restaurant near Dallas, buddy of mine and I went there one night. The girl waiting our table did just exactly the minimum work: we got our food and drinks, then she hung around a table of guys talking the rest of the time. No refills, napkins, nothing. We paid precisely the minimum bill: what the meal cost, nothing extra. I've had to short tips a bit, maybe a buck and change, when that was all I had, but that's not too often.
