diesel pump overflow ?

diesel pump overflow ?
250/99.5/7.3....in front of pump/fuel filter is a sensor attached to a small pipe,I can see the end of the pipe through the right wheel well past the shock.....fuel is dripping out? I have changed the fuel filter ... no fix. Small bucket under pipe keeps falling off..........help. TomT
