04' F-450 help!!

04' F-450 help!!
Hello All!!
I normally frequent the F-150 fourms, but I have a friend that owns a '04 F-450 CC dually with the 6.0L 4x4 6spd, and it is having some problems.
The truck only has 14K on it.
I just drove the truck with a skidsteer and a goosneck trailer on back, and it absolutely has a hardtime merging into traffic, and you always have to start out in low even unloaded...I believe that it has 4.30 gears. This truck has been getting passed by gas F-250s pulling the same load!
Once you get the motor wound out to over 2500 rpms, it pulls great.
It also has a very bad problem of the motor surging no matter what gear or speed...If you hold the trottle constant, the motor revs will cycle up and down by ~300 rpms!
It has literally spent most of it's time in the dealer ship, all they do is check for codes, and then kick it out the door!!
My thinking is that the two problems are related, and will not toss any codes to the computer as the computer is interpeting a bad TPS sensor or something, and is reading it as user input.
Can any one help me out??

There is obviously a problem, try another dealer. That really does seem to be the problem in a lot of cases, untrained techs, or even worse gasser techs. So, tell your friend to try another dealer and insist on seeing the techs "6.0 L diesel school certificates" before leaving the truck. I drive F-450's and F-550's all the time that weigh 17,500 plus and I do NOT have problems merging into traffic. Make sure you are in Tow/ Haul by the way, but it doesn't sound like that would help your problem, it's quite surely an engine problem, surging, power loss, turbo lag; all things that the latest and greatest flashes have remedied on my truck. I've been doing a bit of reading in the "tech folder", and it seems very likely that the EBP could be the problem.
I've printed it out, and handed it to my friend, we'll see how the dealer responds.
BTW, its a 6spd Manual.
