How do you remove a 1999 bumper?

How do you take off the bottom part of a 1999 bumper? (everything below grill/headlights). It looks like there are four bolts that hold it on, but when I took those off its still attached firmly. What else is needed to remove it?

ah.... found another four... but how on earth do I get them out? Hmm.... we shall see...

ok... I've decided that my bumper stays on just fine with only 6 bolts holding it...

Step three of four completed... second battery almost ready for use!
