Fuel Neck Problem??

This morning i was at the pump and the gas pump kept kicking off. I went to another gas station and the same thing kept happening, I would squeez the trigger and the gas would start to fill up around the opening like i have an obstruction or something in the neck. the gas would slowly drain down into the tank but every time i would pump some gas the same thing kept hasppening. has anyone else had this problem and is there anything elese i should be looking for, Im wondering if i need a new fuel neck. Thanks for any help.

No I dont have a lift kit, is the neck made of rubber? I seen a rubber hose labeld as a fuel neck filler online. I will certainily check it for kinks.
