ECM does not communicate

ECM does not communicate
97, 7.3, was letting it warm up, rpm raised and lowered about 3 times and died. Hooked up diagnostics computer, does not communicate. Have constant 12 and switched 12 to ECM, ground circuit is OK, no power to IDM, no wait to start light. Checked for activating power at relay for IDM, 2.25 volt with key on? Is there an inline fusable link from the ECM to the relay panel? In the dark without and electrical schematic.

Tom, check the #22 fuse in the fuse box under the hood. I don't know if it is blown, if you would have voltage on the PCM, worth a look though. If it happens to be blown unhook the fuel heater element and replace fuse. CPS are bad to go out also.

Tom, make sure you are unplugging the right plug. The water in fuel sensor is close by and maybe another one also. If you have any doubts take the fuel filter out and you can see which one is hooked to the element.
