Dampers help reduce bump-steer and the tendency for large tires follow ruts in the road. If your steering is touchy, a damper should tame it a bit. The damper I put on my F350 was an improvement worth doing.

If you are talking about the shock absorber that mounts on the steering, what it does is makes steering more easily controlled, especially if you have larger than stock tires. For example...my 73 Bronco with 31x10.50's on the front would pull left and right easily in ruts and nearly jerk the steering wheel out of my hands. (bump steering) I didn't have power steering and the Bronco had this tiny little steering wheel on it when I bought it. I put a steering stablizer shock on and it took the pulling and grabbing away. I could drive ruts or anyplace without much effort at all. Hope that answers your question. If you are talking about "quick" steering with barely a touch of the wheel, I'm not sure if a stabilizer would help.
