it means if you can't stop it don't tow it you can't stop two trailers with your trucks brakes alone
Considering the number of people I see who can't hook the trailer up level, have the safety chains hooked up wrong, are overloaded, are driving WAY too fast, can't control the tow vehicle/trailer, I am scared when I see these periodical posts about double towing. I would not recommend it to anyone.
I did a lot of research on this topic before I got my F-250 6.0. I have a 24 foot travel trailer (ball hitch) and a double jet ski trailer. I have completed one double tow 360 miles round trip. I had made the trip several times before towing only one trailer with two vehicles and knew the large parking lots, etc. You are correct you can't forsee every possible problem but you can plan ahead and connect things safely to accomplish this. In UT the only limitation is in length not type of conenctions. You have to be under 65 feet without a special permit.
I have a equalizer hitch and a brake controller for the travel trailer. I have lights on every trailer and I take it slow. You cannot, or should I say, should not drive 75 mph towing two trailers. I don't go 75 mph towing one trailer, but that's me. I stay on highways, not canyon roads and it went smoothly. I can see the tires of all trailers and check often for blowouts.
Yes, I can back up a short distance and I believe I could foresee enough in advance to not get in a situation requiring extensive backing up. If I couldn't do it, I would just disconnect and make my manuevers and then reconnect. The jetskis are light enough to pull by hand on the jack wheel.
My $0.02 that it can be done safely even without a CDL or driving trucks for a living.

ya i thought that was a given btw our dmax cc/lb will stop 50k (2 wagons) on the farm going 35 pretty efficiently and quickly. much faster than a tractor i might add. i wouldn't want to be going down a 6% grade but anything under the legal gvw you should be able to stop pretty easy.....but i agree that breaks on both is highly favorable but you can stop it without.
79modified Your best bet is to check with your own state offices, the towing laws vary from state to state some states consider a 5ver part of the tow vehicle were a TT is considered a trailer. It looks like in PA its legal on some roads but not on others its always best to check with your home state.
I have been doing it for 18 years and it is safe if you use a good hookup and a little common sense.

In calif. you are tested and restructed to what you take the test in.
I took the test in my 77 F250 and my 22' fifth wheel.
I can pull a combination of 26,000 trailer limit of 10,000 for me that is all I need.
I will never be at that limit.
I have NEVER been in a situation where I had to back up a combination.

Before I got the right info from the DMV I was told by people that the only way is two trucks. WRONG

If you have a Class A non-commercial with medical endorsment or its a boat as the second trailer, its legal in CA.
I just went through this in getting mine You can NOT do this with a non-
commercial.That is what I though also,But sence you are pulling combanations
you will have to have a commercial with a tripple endorsment. Same licancas the truckers have,But you will have a weight limit. If you take your test with out air brakes you will be restricted there also.
