Help Me Diagnose Ebpv

I AM POSITIVE THAT THE SOLENOID IS ALWAYS OPEN and i disconected the solenoid to make sure the butterfly works smooth.
so i need to know if i am looking for 5v or 12v on the signal wire to the solenoid. or is it always hot and pulse grounded?
also what temp is it supposed to be actuated?
