engine surge

When the temp outside is cold the engine seems to surge even after the truck warms up? What could it be? it's a 99 powerstroke.

By surge, you mean it picks up idle, or it is running rough?

There was, if I remember, a TSB on this issue. I don't recal what the remedy was, however.

Mine does not surge but it bucks pretty good if you are holding a constant speed of 45-50 MPH. Could that be the CMP going bad?

My 2000 PSD X surges for 10-15 minutes after warmup when it is cold outside. I'm fairly positive it is the EBV oscillating. You can wire it open if you want - it is under or past the turbo, I believe. I just live with it because it does go away after a while and isn't hurting anything. I think its purpose is to prevent deposits on the exhaust valves after extended cold weather idling.
