Wiper stopped working!

Hello, tonight my passenger side wiper stopped working.. drivers side works fine... wehn the passenger side is all the way down it feels like it might want to work... Anyone know whats wrong and what the fix might be?

Wiper stopped working!

Look in the cowl section. There should be an arm connecting them.
