back brakes

first off id ilke to say this is a great site and i appriciate all the help every one has given me. Second off i need help trying to figure out why my back brakes are locking up an why my front ones are not even grabing. every thing on the front is new pads, rotors, calipers brake lines and on the back i have put on new wheel cyclinders (the shoes and drums looked great) i have took off the proportioning valve and soaked it in brake cleaner and blew it out with the air compressor. So i rekon thats it and if any one out there can take this info and tell me whats wrong or give me somthing to try please do it.
ps. it was doing this before i did all the work all so pss. ive even tried adjusting the breaks all the way down

The back brakes always come on first,then the major braking should be done by the fronts.
When the FRONT brakes were bled,was the pin on the proportioning valve pulled out or pushed in ?
