For an engine that hasn't ran yet, about a tad less than two full turns out. But once you get an engine actually running and warmed up with choke open, forget specs period. It's done like this, turn them out until your engine runs its fastest, then turn inward until it runs just a little bit slower, also try screwing them completely out and make sure your needle end tips are clean, and put them back in, but did you ever set your rockers yet?? Because 60 PSI is too low, it should be at least 90 dry, and with a teaspoon of light oil about 110 at least for that engine....Janet
