Then it is the other way around.

From 1991 they start using unleaded gas, catalytic converters and the intake pressure system. They also lowered the compression from 9,5:1 to 9:1. And start using EGR.

But the difference is that we (europe) use two MAF's and that are a kind of valves who are sucked open by the engine's vacuuum and turn a potentio-meter(I don't know if this is a good word). So when the engine is off they are closed and at WOT they ar wide open. this is a big distriction and a gives a delay on the pedal.
