96 4 wheel drive problem

A friend of mine just bought a 96 Ranger, 4x4, 4.0, auto. When he flips the switch into 4 wheel drive he hears the transfer case engage but the hubs don't seem to engage. He tried climbimg with it and the 4 wheel is not working. He's looking for a relay for the hubs which the chiltons he bought is not clear about. He found some connections up near the front bumper that he believes are for the hubs, but has no power there with or without the switch on. Does anyone know where this relay is or have any clue what is wrong with this truck?

I would suspect a bad hub(s). They are not electric nor are they vacuum operated but rather they are mechanical. I'll bet those wires he found were for factory fog lights.
