I've read studies that pretty much put this to rest. One study did hint that the idea might work a little if the ionization happened closer to the point of entry into the cylinder... but even then it's going to get swirled around in today's new cylinder head designs.
Plus, based on the design of the one on that page, it would seem they're using two magnets... probably a north pole facing a south pole. It can't be a real "Super Conductor" because we haven't yet invented super conductors that work at room temperature.
Good to great magnets are available cheaply over the internet.

But we also need to investigate the hydrocarbon linking claims. When they say that 'eventually' they congregate, are they talking over two or three months? I'm not going to do any more research on it, I'll leave that up to you to report back to us, but I hope I at least saved you $70 on the magnets...
err... no, that's the wrong attitude - we're truck enthusiasts, so we spend it on proven things we enjoy.
I don't remember the prices offhand, but I remember they were high.
I do also remember doing cursory searches for info, and a bunch of different engineers posting on some other board tore the neodymium-magnetized/aligned-fuel idea to shreds.
But... might I suggest an improvement I think few around here would argue with?
A multiple-spark, capacitive discharge MSD igniton (MSD-6A) would cost you just a tad more, it would give you more power (with regapped plugs) and/or it would create a better burn which would lead to better MPG.
Now I did see a big magnet that goes on your oil filter, supposed to pick up metal particles, but a magnetic drain plug likely would be better.
