The clock spring is a device used in an air bag system.It is mounted under the steering wheel.Its purpose is to allow for electrical contact from the air bag on the steering wheel to the wireing in the column.It looks like an old clock spring.When it is installed in its center position it allows about three turns of the steering wheel in each before the wires break.

Saw the ice last year, and it tinted the cowl in a white'ish color, let me know it you find out what to do. My cowl is new and will get that fixed if possible.
I see what you mean about the cowl getting a "whiteish" tinge to it. My buddy's FX4 did the same thing. We figured out it had to have been because of different reasons other than just plain old water in there... Here is what we figured.
1) The water was acting like a magnifying glass and really deteriorating the plastic at a faster rate.
2)The salt from the roads was causing some chemical reaction to the black plastic.
3) (this is what I think is causing it) The alcohol from the winshield washer fluid is breaking down the black plastic. How many times have you tried to refill the winshield washer fluid on an OLD car and either have the top break off when you tried to open the resivor, or notice how corroded and crappy the plastic bottle is???
The bottom line is that the water needs to get drained out of those cubes. I don;t know why ford did that one...

I took a 1/16" drill and drilled the very corner on the LH side (lowest corner) of each of the cowl ice cube trays at approx 30 deg. angle, then used a torch tip cleaner as a rat tail file to clean them up. It works VERY well and is virtually unoticeable unless you actally climb on the hood and squint to see the holes. 1/16" is not very big so some plugging over time is sure to happen however the tip cleaner will quickly clear them.
This mod will keep the cowl ice cube trays from forming the pockets of water or ice but it will also drain it and drip onto the wiper motor assy. (why it is covered in the first place) so I just popped off the cowling and put a small swatch of thin rubber belting material over the assy to protect it. The area containing the wiper motor is not weatherproof anyway so the excess water drains out below the assy. as before.
Seems like the boys at Dearborn coulda come up with a better design in the first place.
