You can get a noid light to check the electrical signal to the injector. If the engine is not starting and the plugs are wet the injectors are probably working.
Run a KOEO test and verify that the PCM is capable of controlling the check engine light. It should flash error codes or the "1-1" or "1-1-1" pass code. If the PCM doesn't work, the injectors won't work.
If the above looks OK, to check the injectors, you need to connect a 12 volt test light between each of the two wires going to one injector, and the battery negative post. As the engine cranks, one wire should indicate a steady voltage through a steady test light, and the other wire should indicate a pulsing voltage by flashing the test light. (With the engine not cranking, both wires should show a steady 12 volts).
