89 octane is the recommended octane fuel (regular) unless you have a high perfomance engine that requires it... normally even in the winter, a tankful every so often shouldn't hurt anything...
Premium fuel is designed for high compression engines. It has a more controlled burn rate (slower) to combat the higher cylinder pressures. This reduces the chances of spark knock (preignition)
Rule of thumb is to use only as high an octane rating as necessary to prevent preignition in an engine, otherwise you are throwing your money away!
Also you will get better gas mileage with regular fuel (slightly) because of the faster burn rate
