no fuel

im truly stumped. I just bought a 1990 ranger with a 2.3 liter motor and it was a basket case when i bought it. The motor was totally disassembled and out of the truck. I have the motor back in the truck and have finally figured out where everything goes, but the truck will not start. I'm not new to engine building, but its my first time with fuel injection and I have checked all of the obvious. I'm getting spark on the passenger side plugs, all fuses are good, the fuel pump runs for about two seconds whenever the key is first turned on,inertia switch is good, and fuel is being pushed out of the fuel line. I checked to see if I had power at the fuel injectors and both pins in the connector are showing power with a test light, don't know what voltage. Problem, the truck will only start if I spray gas into the throttle body. Why am i not getting fuel. I don't have access to a code reader. Anybody know any way to diagnose this with a test light and meter. Any help would be greatly appreciated. Thanks

Have you checked the fuel pressure? Fuel pressure regulator may be bad, but I don't think that usually prevents it from starting. What's the chance that the injectors are clogged or very dirty?
