94 Explorer power windows cold blooded?

I believe it's an electrical problem. When it works, there is no binding or problems that way. When it doesn't work, there isn't any relay click, or noise from the motor. I was wondering if the module that provides the automatic full down, (I don't know what it's called) might be at fault.
