Advancing Timing?

Advancing Timing?
i've been reading about advancing the timing to give a nudge more in horsepower. can someone give a better idea as to what it does and the like. i'm presuming it can be done to my '95, correct me if i'm wrong.

i've seen about the computer senses if the oil needs to be heated up more if its cold. it then feeds it a little more fuel or something to that effect. but if the 10K already meddles with the timing some, i probably should do anything more. i think i need to try re-seating the wires for that anyways, it isn't idling rough at all, so i'm not sure...might try to 5.6K resistor, unless that isn't a good idea....
