On the 89 the relays were under the power distribution box, the thing under the hood with the high amp fuses.

I might need to scan it but it should be in your mail by tommorow evening.
On my 1989 there were three ground wires at the battery, the starter lead and two small black ones. One of the small ones had a fuse type holder you may check to see if this is connected and in good condition.
